SCOPE OF WORK

• Strategic planning
  • Establishment of strategic development (3-5 years) for approval by Board of Leaders of Healthcare System, including but not limited to:
    • Specific planning to achieve international accreditation for Oncology Center.
    • Human resource planning including competency establishment, recruitment, evaluation & development, continuous training &; education.
    • Research and Technology development for the COE.
  • Establishment of annual objectives and action plans of the COE, including management for human resources, quality, facility resources & business development based on the strategic goals.
• Implementation of action plans:
  • Direct the implementation of action plans and conduct regular assessment based on targeted outcomes and report to BOM of hospital and Healthcare System.
• Clinical management of the COE:
  • Direct and manage daily clinical care that is commensurate with the highest standards of current practice in the world. This with context to the local environment inclusive of the professional and technical attributes at Oncology COE, medication and ancillary device availability, and the federal regulations of Vietnam that govern medical practice.
  • Provide direction to hospital in identifying, developing, and implementing policies, procedures, protocols, methods and processes for the appropriate delivery of clinical services in cardiovascular service line, which meet highest standards of performance, efficient operations and regulatory compliance.
• Training and research
  • Direct and manage training activities of the COE in partnership with institutes.
  • Direct the development of research programs in oncology field.
• Clinical activities:
  • Prior to medical licensure in Vietnam advise, where needed and as permitted by Vietnamese regulations, on current oncologic cases. Subsequent to licensure, work with the leadership at hospital to determine the clinical effort for direct patient care that is appropriately balanced with the administrative responsibilities as the COE Director.

QUALIFICATIONS 

Required Educational and Medical Qualifications

• 4-6 years of Residency training program.
• Credentialed as cancer consultant with certification in Medical Oncology.
• Well-known/World class Certification in Medical oncology.
• Acquisition of knowledge and practical skills certified by well-known or world-class oncology center(s).

Must Have Experience, Knowledge, or Behaviors

• Oncology Surgeon or Medical oncologist who is specialist of General medical oncologist, or Breast and adnexal cancer, Gastrointestinal cancer, urology cancer, neurology cancer.
• At least 5 years worked for A Cancer Centre accredited by World Class Institution.
• Managing cancer in special groups, benign diseases.
• Experiencing in psychological issues and follow-up care.
• Knowing oncology diseases, bepidemiology and natural history. Participating cancer research.
• Research and evidence based medicine.
• Ages from 35 – 50 with appropriate practicing license.
• Performing large annually cancer patient volume.
• For Example:
  • Conservative surgery, correct poor aesthetic outcome after conservation, mastectomy indications and types, local recurrence after mastectomy, reconstruction ... Adequate level of lymphadenectomy, and knowledge of lateral nodal dissection. Peri-operative care including knowledge of prehabilitation and fast track protocols. Awareness of special considerations in frail patients and emergency presentations.
  • Understanding of the different organ preservation approaches. Indications for surgical and nonsurgical options. Detailed understanding of indication and benefits and harms of different neoadjuvant schedules (short course RT, chemoradiation, chemotherapy) for more advanced tumours. Knowing adjuvant systemic therapies and radiation in cancer.Consulting diagnostic methods: clinical, cancer imaging techniques, oncology pathology.
